Plans have recently been resubmitted to convert a former pub on the outskirts of Rotherham town centre into residential use. The former Masons Arms on Wellgate has remained vacant for several years. The fire-damaged property, which was suspected to have been deliberately set in 2019, could potentially be transformed into a house in multiple occupation (HMO), if approval is granted by Rotherham Council.
Al-Shafa Healthcare Limited intends to create ten studio flats on the first and second floors, while the ground floor would remain as a commercial unit. According to the plans, each room would be provided with its own en-suite bathroom and a communal kitchen/lounge area. Access to the residential units would be facilitated from the rear, and some cycle storage is also proposed.
Only minor external works are planned, such as the installation of new windows and the cleaning and repair of facades where necessary, to retain the building’s original characteristics.
The plans, drawn up by AK Innovative Design Solution Ltd, state: “The HMOs have been designed to utilize the existing building structure wherever possible, except for the creation of additional walls to form en-suite bathrooms.”
Furthermore, it is stated that the proposed HMO residential use is appropriate and would provide high-quality accommodation for future occupiers. The proposed HMO units would meet a much higher standard, in line with the Council’s HMO regulations.
Previous plans, approved in 2017, allowed for retail use on the ground floor and eight HMO flats above. Ward councillors had raised concerns regarding parking provisions for both residents and shop owners. However, the council has determined that the proposed change of use would not negatively impact highway safety, considering its sustainable location.
